The state has provided guidance for voter distancing, hand sanitizer, spray sanitizer for all common surfaces and pens.

Please come to vote it you have not requested and absentee ballot. There have been 112 people who have already voted or received absentee ballots. The Town Hall will not be crowded.

If you need car side assistance, we will serve you. Just open the door and we will come out to serve you in your vehicle. Photo ID required.

The Inglehart Bridge over the railroad on Inglehart Road north of County Highway E has been closed. After structural assessment, the bridge is closed for significant safety concerns due to degradation of support structure. There will be no postings for alternative routes. There is planned bridge replacement in 2023. Access to property north and south of the bridge is open. A public notice has been published in the paper October 31, 2019

NOTICE OF THE BOARD OF REVIEW
TOWN OF SCOTT

NOTICE IS HEREBY GIVEN that the Board of Review for the Town of Scott of Columbia County shall hold its first meeting on the 8th day of May, 2019 from 4:30 – 6:30 P.M. at the town hall, W3696 Ross Road.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board.

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specified in the manual under Sec. 73.03(2a), that the Assessor requests. The Town of Scott has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exemptions for persons using information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Section 19.35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone.

TOWN OF SCOTT

NOTICE IS HEREBY GIVEN that the Board of Review for the Town of Scott of Columbia County shall hold its first meeting on the 16th day of May, 2018 from 4:00 – 6:00 P.M. at the town hall, W3696 Ross Road.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board.

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specified in the manual under Sec. 73.03(2a), that the Assessor requests. The Town of Scott has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exemptions for persons using information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Section 19.35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone.

NOTICE IS HEREBY GIVEN that an Open Book of property assessments will be held for the Town of Scott, on Wednesday, the 25th day of April, 2017 at the town hall, W3696 Ross Road, from 4:00 to 6:00 P.M.

The purpose is for informal discussion with the assessor for anyone that wishes to review their assessment.

Resolution for Electors to Exceed the Levy Limit at Special Town Meeting of the Electors
(For Towns Under 3,000 Seeking Levy Limit Increase)
            Whereas, the State of Wisconsin has imposed levy limits under s. 66.0602 of the Wis. Statutes for town tax levies in 2017 and thereafter;
            Whereas, s. 66.0602(5) of Wis. Statutes allows the town electors in towns under 3,000 in population to exceed the maximum allowable levy limit by adoption of a resolution at a town meeting of the electors;
            Whereas, the town board has adopted a resolution supporting an increase in the town tax levy which would exceed the maximum allowable state levy limit for the Town of ___Scott___________ ;
            Whereas, this Special Town Meeting of the electors has been called and noticed to consider the adoption of a resolution to endorse the town board’s resolution to exceed the state levy limits; specifically by increasing the allowable town tax levy for 2017 (collected in 2018) by _21.169____percent;
            Now, therefore, the special town meeting of the Town of ___Scott__, __Columbia___ County, Wisconsin, by a majority vote of the eligible electors voting on this ___8__ day of __November__, 2017 duly assembled and voting resolves and orders as follows:

Resolution of Town Board to Propose Exceeding Levy Limits
(Only for Towns Under 3,000 in population)
            Whereas, the State of Wisconsin has adopted levy limits on town, village, city and county levies for 2017 and thereafter under s. 66.0602 of Wis. Statutes;
            Whereas, s. 66.0602 of Wis. Statutes limits the allowable local levy for 2017 to a percentage increase of no more than the greater of (a) 0% of the 2016 payable 2017 adjusted actual levy as calculated under the state's levy limit law** or (b) a percentage equal to the percent change in equalized value due to net new construction; which for the Town of _Scott__ is __0.849______ percent;
            Whereas, the Town Board of the Town of __Scott____, ____Columbia_______County believes that for the 2017 tax levy (collected in 2018) it is in the town’s best interest to exceed the state levy limit as described above by a greater percentage than __0.849________. {insert the option that applies to your town (a) 0% or (b) percent of net new construction, if greater than 0%}

2016 starting at 6:30 P.M. a public referendum will be held
to increase the tax levy limit for the 2017 fiscal year. The

regular monthly town meeting. This meeting of the electors

NOTICE OF THE BOARD OF REVIEW
TOWN OF SCOTT

NOTICE IS HEREBY GIVEN that the Board of Review for the Town of Scott of Columbia County shall hold its first meeting on the 11th day of May, 2016 from 4:30 – 6:30 P.M. at the town hall, W3696 Ross Road.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board.

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specified in the manual under Sec. 73.03(2a), that the Assessor requests. The Town of Scott has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exemptions for persons using information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Section 19.35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone.

Special Town Hearing

NOTICE IS HEREBY GIVEN that the Town Board is holding a Special Hearing for the Town of Scott, in the County of Columbia, State of Wisconsin. This meeting will be held at the Town Hall, W3696 Ross Road in said town, on Wednesday, 11 May, 2016 at 6:30 P.M.

The board is planning on consolidating the ambulance service for the full township with the Cambria Ambulance Service and Friesland 1st Responders. Currently about half of the town is serviced by the Pardeeville Ambulance Service. This meeting will allow all town members to voice concern or support for consideration by the town board prior to voting on the plan.

The meeting is scheduled from 6:30 – 7:00 P.M. with each town member allowed a maximum of 5 minutes.
