The rider is significantly higher on a vintage high wheel bicycle than a modern bicycle.  In order to stop safely, the rider must dis-mount to the rear and then come to a walking stop.  This bicycle would be walked in areas with pedestrians present instead of ridden. Besides skill and balance, a rider needed a good safety attitude.
